This post might be considered as continuation to my previous post RTI for Passport found at :
http://www.jahajee.com/rti-for-passport/199/0.html
I saw this post for GMDSS GOC Renewal in the forum Posts and I think mariners can easily ask the Information about there GOC, COC , CDC or any other Certificate details and status by the Right to the Information Act.
The details of PIO and First appellate authority can be found from :

sir, thank you for your reply to my post, well, as per RTI, i spoke to them about the status., they say it will take two or three weeks or so, but my question is, for a renewal, should it necessarily take such long time., on top of that they are making it online also, so what is the purpose, are we still in the stone age of waiting in queue.,
and most of the time, if i try to call them, the call is not reachable, or they dont pick up the phone., what is the purpose of the so called RTI??
because of this issue, i am not able to join any company, and till now, i am sitting at home, idling, do i really deserve this?? can any one help on this issue, i have tried addressing this grievance to dgshipping through email, but there is no response to my email.,,,,,,,
For the GMDSS GOC renewal, I was unable to find anywhere in written the duration in which the renewed GMDSS GOC should be received. I also failed to understand whom did you call, anyways if they say 3 weeks then that is it !! It doesn't matter what I or you think, they said 3 weeks so you must wait 3 weeks. By your previous post I could make out that you have already passed 3 weeks.
From my friends what I could gather is that it takes good 2 to 3 months for GMDSS GOC renewal (2 friends confirmed of this delay).
I tried to find out the PIO (Public Information Officer) for the concerned department. As I said before also, all government websites and departments do not tell it openly yet. What I could make out is, GMDSS Renewal falls under the Ministry of Communications and Information Technology (Department of Telecommunications - Wireless Planning & Coordination Wing).
The list of the PIO and first appellate can be downloaded from http://www.dot.gov.in/rti/rti.htm
Again it is not very clear but what I could make out from the downloaded word file is, no 66 relates to the "Work of WPC Section" and the PIO , first appellate authority details are :

You can immediately send your RTI application to the PIO with specific questions and Rs 10 Postal order at the above address through the Post Office. Please read my previous post http://www.jahajee.com/rti-for-passport/199/0.html . My application for reference too can be downloaded from http://www.jahajee.com/rti-for-passport/276.py . The RTI application is for Passport but you can edit the same as per your case. Also remember that phone calls can never be accounted for that is why you should inquire in black and white.
I think the GMDSS GOC renewal do not come under DG Shipping so probably that is why they did not reply back !!
Few FAQ which might be helpful for all mariners to understand a bit of GMDSS renewal : http://www.wpc.dot.gov.in/faq.asp#1
