    Dangerous cargo endorsement any MMD

    How to apply for dangerous Cargo endorsement was previously discussed by Tom Alex at MMD Mumbai DCE and MMD Cochin DCE. Recently I did OIL DCE renewal and so thought to update latest dangerous cargo endorsement procedure. Before going for any DCE please note following

    GENERAL NOTE

    1. Dangerous Cargo endorsement form needs to be collected from MMD. You can download copy of DCE endorsement form for reference.
    2. Also collect the fees challan form from the MMD prior going for fees deposit.
    3. Fees for DCE is 1000 INR + 45 INR Bank charges.
    4. Fees once paid cannot be reimbursed !
    5. You need to fill separately for each DCE e.g. Oil DCE / Chemical DCE / Gas DCE
    6. Bring original documents with you while applying and collection of Dangerous cargo endorsement.
    7. Sea service experience to be issued by company on Company letter head
    8. Sea service letter to have valid RPSL number / FOSMA / MASSA member details
    9. Sea service letter should have cargo carried details (depending upon DCE required)
    10. While filling DCE Form start with latest ship (last ship sailed)
    11. Document copies to be notary attested
    DOCUMENTS REQUIRED FOR SUPPORT LEVEL DCE (Rating + Cadets)
    1. CDC or Seafarer's Identity Document copy (1st + last + filled pages)
    2. Original Medical certificate (self attested Medical certificate copy)
    3. FPFF or Basic Fire Fighting copy
    4. OTFC / CTFC / GTFC copy (Familiarisation course for Oil / Chemical / Gas)
    5. 3 month supervised shipboard service original (Oil / Chemical / Gas Tanker)
    6. INDOS Receipt or INDOS Certificate copy
    7. Passport Copy (1st and last page)
    8. 3 recent passport size photograph
    9. eSamudra DG Shipping profile copy
    DOCUMENTS REQUIRED FOR OPERATIONAL LEVEL DCE (Junior Officers)
    1. CDC or Seafarer's Identity Document copy (1st + last + filled pages)
    2. COC or Certificate of Competency copy
    3. Original Medical certificate (self attested Medical certificate copy)
    4. AFF or Advanced Fire fighting copy
    5. OTFC / CTFC / GTFC copy (Familiarisation course for Oil / Chemical / Gas)
    6. LCHS OR Liquid Cargo Handling Simulator Course Operational copy
      OR
      3 month supervised shipboard service original (Oil / Chemical / Gas Tanker)
    7. INDOS Receipt or INDOS Certificate copy
    8. Passport Copy (1st and last page)
    9. 3 recent passport size photograph
    10. eSamudra DG Shipping profile copy
    DOCUMENTS REQUIRED FOR MANAGEMENT LEVEL DCE (Senior Officers)
    1. CDC or Seafarer's Identity Document (1st + last + filled pages)
    2. COC or Certificate of Competency
    3. Original Medical certificate (self attested Medical certificate)
    4. AFF or Advanced Fire fighting
    5. TASCO / CHEMCO / GASCO (Specialised training program on Tanker operation)
    6. LCHS OR Liquid Cargo Handling Simulator Course Management
    7. 3 months experience appropriate to duties original(Oil / Chemical / Gas Tanker)
    8. DCE support level (Copy)
    9. INDOS Receipt or INDOS Certificate copy
    10. Passport Copy (1st and last page)
    11. 3 recent passport size photograph

    ADDITIONAL NOTE
    1. For revalidation of DCE you need either
      minimum 3 month experience during last 5 years on appropriate tanker
      OR
      Undertake proper refresher training
    2. For revalidation of DCE you additionally need your Original expired DCE
    3. Expired DCE needs to be submitted to MMD for revalidation of DCE and new DCE issued in lieu
    4. Mariners sailed on Gas carrier may face difficulties related with LCHS. DG Shipping still have not approved Marine colleges for LCHS Gas but they want mariners to submit LCHS Gas. Please contact your Shipping Company in case of problem.
    5. Carry a bottle of water and lot of patience (don't forget you are going to MMD)
    6. MMD Mumbai for DCE may want you to fill MMD profile (Please check eSamudra vs MMD Profile for DCE).
    7. Theoretically you should get your DCE same day, practically you will be called next day for collection of DCE
