Issue of indian coc on basis of belize coc or indian cdc related rank

I have recived my indian cdc on the basis of belize coc, can any one  guide me how can i get an indian coc...Is there any procedture to get indian coc on the basis of indian cdc which mentions the rank as "OTHER/DECK NAUTICAL OFFICER"..
