PREVENTION OF POLLUTION BY OIL.
Prevention word has been used specifically since, there is a strict guideline in both the cases of machinery and cargo spaces as to what should be the limit of content of oil in the mixture. As there is everything decided to what level the
content has to be. word prevention has been exclusively used.

REGULATIONS FOR CONTROL OF POLLUTION BY NOXIOUS LIQUID SUBSTANCES IN BULK.
well coming to this point of "CONTROL" I see that, there is no fixed specification regarding, how much amount by volume there should be the pollutant in the mixture, there is a perfect guideline regarding what steps are to be taken in case of various x,y,z categories and what cleaning procedures have to be adopted.Hence word control is much more appropriate in this case.
