MEO CLASS I REQUIREMTS

Hello Friends,
I have been informed of seom revised sea time requirements for MEO class 1 course and exam.
I have about 40 months sea time after my Class 4 and before my Class 2 and have 9 months sea time as 2nd Engineer (ie after class 2) hence I wanted to know if I would be eligible for applying for the course.
The thing is all circulars posted online have been issued in 2012 and people have informed me that a revised circular has been issued which says the following :

36 months after class 4
Can be reduced to 30 months if u have 12 months as 2E,
Or pro rata basis,
Ie if you have 12 months as 2E then 30months
10 months as 2E then 31 months
8 months as 2E then 32 months
6 months as 2E then 33 months
4 months as 2E then 34 months
2 months as 2E then 35 months
0 months as 2E then 36 months

Is the above data accurate?
also if i need to do revalidation for my MEO class 2 COC do i need to do PSSR refresher as well or the same will be accommodated once i do the 11 days Class 2 revalidation course as per STCW 2010
