Indian CDC Application

i have been trying to login at the DG shipping website. However, once i enter my userid and password,i am asked to click the NEW USER link. after doing that, i am asked to enter my INDOS number and date of birth. after this, i get a message Saying YOU ARE ALREADY REGISTERED. I am not able to enter the website. kindly advice how this issue can be resolved
