RTI APPLICATION DOUBTS

Dear ,
RISHI KSHYAP, i got ur reply regarding RTI APPLICATION FILING procedure, self having following doubts, kindly clear it.
1) u have said me to make IPO  in favour of PIO ,DIRECTOR GENERAL OF SHIPPING, but ur sample copy of IPO, which u have posted is showing IPO in favour of DIRECTOR GENERAL OF SHIPPING,MUMBAI.
2)Whether RTI  can be filed through govt. gazatted officers only, because all ur rti application are thru HEAD POST MASTER, DHANBAD, If it is so , thn who r the gov. officials through whom , we can apply for RTI
3) wht was the mistake u made, tht ur 1ST RTI APPLICATION GOT REJECTED, HOW U CAME TO KNOW ABT IT
4)HAVE U GOT REPLY OF ALL UR RTI APPLICATION SENT TO DG SHIPPING.
 i kindly request u , to clear my doubts.
