STCW 2010 Courses & STSDSD

Hello all, I work on a cruise liner ( Bermuda Flag) in the restaurant department. As per DGS circular all STCW 95 courses are valid till 31 Dec 2016. But my agency wants us to do the STCW 2010 refresher course (PST, FPFF) right now, saying it is DGS requirement. Can't I join with my STCW 95 courses and do the STCW 2010 cousres before 2017.

Also is the Designated security duties course mandatory for all Indian seamen. My cruiseliner issued us Proficiency in Security Awareness certificates in 2013.
