COC renewal


I got my 2nd mate COC in june 2008 and I renewed it in 2013 so I got the validity till 31st Dec 2016 on COC. Due to some reasons I couldn't sail since Jan 2012 and now I wish to renew the COC to continue. I have been to MMD but due to busy schedule of concerned person I couldn't explain all.
