Comment at Situation - in restricted visibilty , vessel is right ahead 3 miles , what is your action & what signals
we know about the vessel is on 3 miles only by radar,we have to wait for the vessel come in range of 2 miles and try to listen he their fog signal, if confirmed ,inform master and than give one ...
