MMD Mumbai rejects DCE for ratings ?

Hi all,
I am a rating from engine side. I had completed 10 months of sea-time. I wanted to apply for DCE for Chemical tanker at Mumbai MMD-CST. However lady on the counter at MMD denied to give me application for as she said that ratings do not need to have DCE and if they require DCE they must have COC. I want to know how true is it ???
