ROR rule 18, responsibility between vessels.  

Except where rules 9,10,13 other wise require-     hence it is clear that whereverin rules 9 10 13 something specific is mentioned then you comply with that rule rather than 18. E.g power driven vsl to keep clear of fishing vessel, but a fishing vessel in narrow channel has to keep clear of all other vessels.

A.   Power driven vsl underway keep clear of nuc ram fishing sailing.
 Hence priority is as follows-
 
Power driven underway<sailing vsl<fishing vessel<cbd<Ram<Nuc

Seaplanes to keep clear from all vessels.
Wig to keep clear of all vessels. And comply with rules when on water surface like a power drivwn vessel.
