COC, CDC, GMDSS expired do not have 12M sea time in last 5 yrs


Hello all!
My COC, CDC, GMDSS have expired and am keen to renew them, but neither do I have 12 months of sea-time in last 5 years, nor I have been in maritime industry (as lecturer, superintendent etc).

Can someone guide me with the process ?
