IMO has encouraged the establishment of regional port State control organizations and agreements on port State control - Memoranda of Understanding or MOUs - have been signed covering all of the world's oceans: Europe and the North Atlantic (Paris MOU); Asia and the Pacific (Tokyo MOU); Latin America (Acuerdo de ViƱa del Mar); Caribbean (Caribbean MOU); West and Central Africa (Abuja MOU); the Black Sea region (Black Sea MOU); the Mediterranean (Mediterranean MOU); the Indian Ocean (Indian Ocean MOU); and the Arab States of the Gulf (GCC MoU (Riyadh MoU)). With affect from 1st January 2011 the Paris MOU will change to a New Inspection Regime (NIR)and ships will be subject to inspection on the basis of 'Ship Risk Profile' in conjunction with the 'Company Performance. Ships will be categorised as either 'Low Risk Ships (LRS)', 'Standard Risk ships (SRS) or 'High Risk ships (HRS)' taking into account various factors including company performance, the risk rating of the ship will determine its inspection frequency. Port State inspection reports should be retained on board for at least two years.
