due to sudden rain / squall i will not reduce my speed unless visibility has been affected by fog. i will though keep my engines on manouvering speed as malacca strait is a busy and congested area for navigation

restricted visibility condition also includes heavy rain moreover surveyor himself has said that heavy rainfall has caused RV..that means vsl shall proceed at safe speed and shall have her engines ready for immediate manoeuver
