Why volumetric heeling moment for grain cargo is called 'assumed volumetric heeling moment ?

Since amount by which Grain cargo is supposed to sift can not be calculated hence heeling moments are based on an assumption that Grain will sift by certain amount thus being based on assumption named as Assumed volumetric Heeling moments.
