The Master's overriding authority in matters related to safety as provided by ISM means that he can take such decision without having to seek the permission of the cargo owner. If the cargo needs to be jettisoned for the safey of the crew and/or vessel and cargo, then it shall be jettisoned. However the Master shall declare General Average and the cargo owner shall be reimbursed by all whose interest has been saved.
