CDC all pages are full and expired
Please note that all pages of my CDC are full and CDC is also expired. Please confirm should I apply as "CDC renewal" or "Fresh" or some other way. Please assist.

0 You need to apply for CDC renewal. Mostly procedure is same except that you will need to send your CDC along with DD to concerned Shipping Master.
