Rule paramount concurs to GA, it means expenditure should be reasonably incurred where as clause paramount implies that bill of lading is compulsory

Rule Paramount gives the main guiding principle which governs any agreement.
In case of York Antwerp rules 1994 the rule paramount states "In no case shall there be any allowance for sacrifice or expenditure unless reasonably made or incurred."
In case of Bills of lading there is CLAUSE PARAMOUNT - which invokes into the carriage, one of the 3 international rules viz. Hague/ Hague-Visby or Hambburg rules. That means it clarifies which rules shall govern the contract of carriage.
