My son has got Indian Radio officer's CDC. He is studying for 2nd Mate course in UK. Can he sail a vessel with such Indian Radio officer's CDC??

2nd Mate Indian COC
Dear Sir,
Please advise eligibility criteria for appearing Indian 2nd Mate COC exam. I have a sailing experience of 27 months as a Deck Cadet on FG vessels having Singaporean Flag (Grt 30260 mt) and same has been recorded on my Liberian and Belize CDCs as I did complete my Pre-Sea Deck course from a non DG Approval Maritime Institute.
