      annex 1/reg 10.5:

      if a ship at the time when a certificate expirs is not in a port in which it is to be surveyed administration may extend the period of validity of the certificate but this extension shall be granted only for the purpose of allwing the ship to complete its voyage in whic the survey is to be carried out and then only in cases it appears proper and reasonable to do so. no certificate shall be extended for longer than 3months and a ship to which an extnsion is granted shall not on its arrival in the port in which th esurvey is to be carried out, be entitled by virtue of such extension to leave the port without having a new certificate;

          It could be a vessel on a westerly course. The vessel could be a sailing vessel or a vessel being towed outside the range of the tug.

              Maritime Labour Convention (MLC), according to the ILO or International Labour Organisation, provides a broad perspective to the seafarer’s rights and fortification at work. The maritime regulation will finally enter into force on August 20th, 2013. Nearly 1.2 million seafarers will be affected by the terms and conditions of this human rights act, which will lay down a set of regulations for protection at work, living conditions, employment, health, social security and similar related issues.
              On the basis of Maritime Labour Convention (MLC), the Seafarer’s Employment Contracts will be implemented and mandated against nullifying the present employment contracts. MLC will be similar to the other statutory certifications such as ISM and ISPS onboard ships and the certificate will have 5 years of validity with interim, initial and intermediate surveys. It is imperative for all seafarers to understand the importance of Maritime Labour Convention (MLC), 2006. Ships that are newly built and ships undergoing change of flag would also be issued with the certificate on interim or provisional basis for periods not exceeding six (6) months.

              Under MLC, 2006, the ship owners are required to submit a DMLC or Declaration of Maritime Labour Compliance to their respective flag states which form a party to the convention. The flag states will accordingly issue the MLC Certificate to the fleet flying their flag following, surveys, inspections, paperwork and approvals. The certificate would be then required to be posted at a conspicuous position onboard.

                  Since oil is not miscible in water it floats and is not biodegradable and requires prevention as per Annexx I, whereas Annex II is miscible in water and therefore can’t be detected when mixed with water, hence requires control.

                      It is not "NLS is packaged form" , it is "hazardous substances in packaged form" . "NLS in bulk" is for annex II.

                          1. Verbal correction
                          2. Entry in official log book by the master and signed by the master, mate or one of the crew.
                          3. The copy of the entry shall be given to the offender and read over and explained to him.
                          4. If any reply by the offender then that shall also be entered in the official log book and signed as above.
                          5. Statement that a copy has been furnished and entry has been read out to the offender shall also be entered in the official log book.
                          6. Fine of Rs. 1000/-  or 2 years imprisonment or both

                              International Data Exchange.  US Coast Guard is a temporary organization responsible and deputed by IMO for IDE.
                              Exemptions from LRIT requirements are only possible in cases as follows:
                              a. When the vessel is not engaged in international voyages or is operating exclusively within the territorial waters of a single country,
                              b. When the vessel is operating exclusively in GMDSS sea area A1 and fitted with AIS,
                              c. There is long term lay-up or conversion with all shipboard system non-operational and without shipboard power,
                              d. Vessel will enter into long term lay-up or conversion with all shipboard systems non-operational and without shipboard power.
