XAs far as definition goes an ECDIS is a APPROVED system capable of displaying VECTOR CHARTS APPROVED/ISSUED By a recognised hydrographic office.
However in layman terms a non approved ECDIS is one which does not conform to the requirements of IMO (most of the seafarers call any electronic chart display system as ECDIS however most of them are referring to Raster chart display system or Vector chart display systems issued by non recognised parties like Transas or C-Map)

XNOS-DCP is national oil spill disaster contingency plan , made by indian govt, under dg indian coast guard. its latest edition is 2008 and updated. india has ratified oprc conv. and in line to follow it has developed NOS-DCP in collabaration with Bangladesh,srilanka,maldives and pakistan, so as to have regional coordination in case of oil spills. NOS-DCP has made 3 tiers programme in which 1st tier is- control of oil spill by individual port authority or oil facility in case of oil spill of 700t - 2nd tier is polling of govt and private owned resources in case of oil spill at local level more than 700 t and 3rd tier is coordination between regional members to respond in case of major oil spill around the region thru SACEP ie SOUTH ASIA COOPERATIVE ENVIRONOMENT PROGRAMME
