                  Any changes pertaining to the above information to be recorded in the CSR form %u2013 2.
                  Within 3 months of any change, the Flag state to issue a revised or updated CSR with the amendments incorporated.
                  The flag state may authorize the company or the Master to make amendments to reflect the changes in CSR. After the changes have been made the company to inform the Flag state as soon as possible.
                  Any previous entries not to be modified, deleted, erased or defaced.
                  The CSR to be left on board in case of the vessel being sold or change of Flag state.
                  In case of change of Flag state the losing flag state shall send the copy of the CSR for the duration which the ship was under its jurisdiction   any other CSR previously issued by other states to the gaining flag state.
                  The gaining flag state shall append the current CSR issued by them with the previous old CSR issued by other states.
                  CSR to be kept on board & should be available for inspection.

                            Since both sidelights can already be seen so you are already ahead of the other vessel and hence no cation needed now and can continue on the same course and speed.

                              Since the vsl is 4nm from own vsl well the action depend on what speed both the vsl is doing.

                                    The MTO is not an agent of neither the shipper or consignee,he is an independant entity responsible of the performance of the voyage under contract mentioned in the MTD(Mulimodal transport document).The MTO os liable to pay compensatio under the Multimodal Transport ACt for delay in shipment/loss of goods,while under his custody.
