XThe Minimum Safe Manning Certificate issued to a ship by the Administration shall
remain valid subject to validity of the Certificate of Registry provided there is no change
of name, navigating area, operating company or any major alteration or modification of
the ship.

Safe manning certificate: to confirms minimum person to be carried onboard a v/l to carried out full operation.
The certificate would issued on the basis of minimum person required on to operate:
1. V/L to alongside,
2. V/L to cust off,
3. Port operation including cargo watch, gangway watch,
4. At Sea: a) Safe Navigation watch on Bridge.
b) Engine room Watch.
c) Radio watch.
5. Safety maintenance work in E/R.
6. Safety maintenance work on Deck.
7. Safe handle the operation in an emergency.
8. Environmental protection.
9. Cleanness for Fire safety.
Validity: nil.
Validity - 5 Years
Provisional - 5 months
Main purpose is for
H & M insurance
Some Flag state might need same for registering
For port clearances
Upon provisional registration, and provided that he would have been furnished with the relevant Application Form duly completed and signed by the ship owner, the Registrar of Shipping will issue a Minimum Safe Manning Certificate (MSMC) in respect of the Ship, valid for five (5) years, renewable thereafter upon Application to that effect for further periods of five (5) years each.
