Safe manning certificate: to confirms minimum person to be carried onboard a v/l to carried out full operation.
The certificate would issued on the basis of minimum person required on to operate:
1. V/L to alongside,
2. V/L to cust off,
3. Port operation including cargo watch, gangway watch,
4. At Sea: a) Safe Navigation watch on Bridge.
b) Engine room Watch.
c) Radio watch.
5. Safety maintenance work in E/R.
6. Safety maintenance work on Deck.
7. Safe handle the operation in an emergency.
8. Environmental protection.
9. Cleanness for Fire safety.
Validity: nil.
Validity - 5 Years
Provisional - 5 months
Main purpose is for
H & M insurance

XDon't confuse with IMO stability req. the exact ans is GRAIN HEELING MOVEMENT.It should be less than ALLOWABLE HEELING MOVEMENT.
The vessel should satisfy IMO grain stability criteria at all stages of voyage till the grain is loaded on board. The IMO grain code repeatedly emphasize the responsibility of stability on master only.
