              The Minimum Safe Manning Certificate issued to a ship by the Administration shall
              remain valid subject to validity of the Certificate of Registry provided there is no change
              of name, navigating area, operating company or any major alteration or modification of
              the ship.

                What is a safe manning certificate? What would you fined on it and how it is determine? Validity?

                Safe manning certificate: to confirms minimum person to be carried onboard a v/l to carried out full operation.

                The certificate would issued on the basis of minimum person required on to operate:
                1. V/L to alongside,
                2. V/L to cust off,
                3. Port operation including cargo watch, gangway watch,
                4. At Sea: a) Safe Navigation watch on Bridge.
                b) Engine room Watch.
                c) Radio watch.
                5. Safety maintenance work in E/R.
                6. Safety maintenance work on Deck.
                7. Safe handle the operation in an emergency.
                8. Environmental protection.
                9. Cleanness for Fire safety.

                Validity: nil.

                Upon provisional registration, and provided that he would have been furnished with the relevant Application Form duly completed and signed by the ship owner, the Registrar of Shipping will issue a Minimum Safe Manning Certificate (MSMC) in respect of the Ship, valid for five (5) years, renewable thereafter upon Application to that effect for further periods of five (5) years each.

                    After assess the situation explain the rule 19 d. but mainly he  want to hear that " in RV all vessels are give-way "  most candidate said "no give way and no stand-on". After check the position in charts. and all sea area around bold alteration to stbd side. he will ask u why bold.. then rule 8.

                        Graph provided in grain booklet against the volume or ullage. Explain the full detail info about NCB Form. The ways to reduce the GHM is 1) ballast in DB tank. 2) Securing the cargo (overstowing etc...)

                            Don't confuse with IMO stability req. the exact ans is GRAIN HEELING MOVEMENT.It should be less than ALLOWABLE HEELING MOVEMENT.

                              The vessel should satisfy IMO grain stability criteria at all stages of voyage till the grain is loaded on board. The IMO grain code repeatedly emphasize the responsibility of stability on master only.

                                  CSO has the responsibility of preparing and submitting the SSP for approval. It is approved by the administration or the security organization recognized by the administration
