This is the pre appointment letter sent by Westline ship management pvt ltd.
This is to inform you that you have been primarily selected after clearing Written (Aptitude) Test, P.I. and Medical Check-up under the guidance of our panel doctor at Bangalore for pre sea program for Electro Technical Officer (ETO), approved by Director General of shipping, Government of India.
Can I trust Westline shipping management or is it fake ? I heard that ETO's are being removed from the ships ? Is job guaranteed after 18 months training or can I find job on my own after 18 months training ?
You will undergo 4 to 6 months residential training at one of the academy (Approved by D.G. Shipping, Government of India) & also required Mandatory STCW courses as Elementary First Aid, Personal Survival Techniques, Personal Safety, Social Responsibilities, fire Prevention & Fire Fighting for seafarers.
The fee for 4 to 6 months Pre-Sea training should be paid by Demand Draft favoring to the particular mentioned Academy (Approved by D.G. Shipping, Government of India) will be according to the direction of the Academy. Your sea services required mandatory 12 months to become Junior Electrical Officer on board ship, will be informed and taken care through us on completion of your 4 to 6 months Pre-Sea Training (Approved by D. G. Shipping, Government of India).
Your Appointment / Admission for the above mention program will be confirmed only after paying Rs. 30,000 (Thirty Thousand Only) by Cash Or Demand Draft in favor of WEST LINE SHIPPING SERVICES payable at AHMEDABAD. You are requested to collect the final appointment letter and make an official agreement with us at the time of your submission of your first Demand Draft at our office, Ahmedabad on the day mentioned in your letter.You are requested to bring Rs. 100 Stamp Paper while you come for submission of demand draft and collection of final appointment letter. The final Letter of Appointment / Agreement will be given at the time of submission of your Demand Draft which will mention your Stipend / Salary / Job responsibility / Job profile and Further career growth. Please note that Pre - Sea training duration and sea time requirement to obtain COC may change as per specific authority guidelines.

Few thing worth repeating is
- Westline Shipping is not a DG Shipping approved Institute You can check a comparison of DG Shipping Approved Institute vs non DG approved Colleges at GP rating maritime College selection and also recommend going through Seaworld Marine Academy and other non DG approved College (trust you have gone through this !)
- Westline Ship management is a RPSL approved Company with RPSL-MUM-381 Trust you know what RPSL means and why is it important to sail with such company ! We have listed contact details of Westline Ship Management
While some Shipping companies may have removed Electrical Officer, but majority still have them onboard. In fact STCW 2010 (Standard of Seafarers Training) has streamlined the Electro Technical Officer Course details. Since you did not detail your qualification, I would recommend you to go through as per your qualification

Job scenario is not good these days with more trainees in the market than ETO jobs. It is very difficult, if not impossible to get a job from outside though. I also recommend you to go through below for better understanding

There are lot of things which I did not understand like why are they charging 30,000 Rs from anyone since they are not training anyone and if they are employing you then why do they need money for it ? Also your appointment says 4 to 6 months training while you are say 18 months training !
To me it seems like Westline Ship Management is acting as a manning agent in liaison with some DG approved college. The website does not detail which college they send cadets for training ! I am also unsure whether they charge the cadet for this service (read costly going through them) or the Concerned College they send trainees to ! This assumption also goes with a trust that they are not faking themselves as a DG approved college. The 4 Courses told in the appointment letter are mandatory basic courses required by all seafarers to be done prior joining a ship.
Whether you can trust Westline Ship Management or not, will depend only on you ! I can only advise you to continue with a career you have already joined, than switching to a complete new career with a hope of quick money. Best of Luck friend. - X
